It has not been done so far and it is not as easy at it might sound: as 
a web-based app phpgw, can no do something on a fixed-time, it depends 
on users activly requesting something.

I'm developing atm an API service to be able to run things like that or 
eg. the Alarm planned in the calendar (where we might integrate this), 
have a look at: http://www.phpgroupware.org/wiki/TimedAsyncServices
