Which install doc are you using?  I've never seen one say to "to open the 
'setup'
file.", the most relevant install doc, found at "User/Admin Documentation" on
phpGroupWare.org, says:  "Now open the setup app in a browser.... it's
http://server/~chris/phpgroupware/setup/.";  If you read the doc you will know 
how
to change that URL into your URL.

Maybe I'm out of line, but it seems to me that haven't read the install docs, 
even
though I previously gave you a direct URL.  You admit to being a newb and yet 
are
not willing READ the docs?  I'm not going to hold your hand here, I wrote the 
doc
and it DOES hold your hand.
