teh cvsroot it's looking for is phpgw's cvs root.  the tarball releases starting
with .14 have the needed CVS information in them but I doubt the ports 
collection
does.  I the ports is based on the final .14 tarball or later then the easiest 
way
is to just extract the tarball over top of your install ond run the cvs update.
You can also do a cvs so as listed on the savannah page for each installed phpgw
app, but you may have to remove all your current files except for your header 
and
files dir.
