I got this results:

; <<>> DiG 9.2.1 <<>> subversions.gnu.org
;; global options:  printcmd
;; connection timed out; no servers could be reached

So it really means that we can't connect directly to the Internet.

Yes, you're right.

But is there any way I can solve my problem without connecting to 
subversions.gnu.org?  Is there any files that I need to download?
