I found a solution on the e-smith forum, posted by Hsing-Foo Wang.
Specifically, my phpgroupware URL, entered on the config page, was
incorrectly entered as "http://"; instead of "https://";.

(Sorry if this shows up twice - my first post didn't show up)

I am having a problem logging in (for the first time as a user).  Note: this
is after all of the setup and configuration logins. I'm running SME server
and phpgroupware .9.14.000. No matter what I enter for user and password
(real one, demo, junk, etc) at https://host/group/login.php, I receive "You
are not Authorized to view this Page " (403 Error).  Any help?
