The arch project is gaining a lot of new developer interest, and there is a
known
need to easily interact between arch and CVS. For example, to develop using
multiple branches in arch but only commit what you consider "stable" to an
external
CVS server.

However, like any open source project, it's waiting on someone to actually do
it.
I've seen sites here and there with claimed "patches" to make this work, but the
people never seem to follow through to make it to the official version.

Once something like this is implemented, i can still use the branch style
development model, while still being able to commit selected code to a CVS
server,
without much problem.

Until then, anyone can diff from HEAD to the latest anglemail tarball, and apply
that patch set to your local CVS, then commit that, I imaging that would work.

As for HEAD, I can branch from the current version and change only the template
related code, that branch can take updates from the 0.14 anglemail branch so it
will always be up to date code wise, but still be able to work with HEAD code. I
assuming the smarty templates do not work anymore? Do I need Sablotron to get
HEAD
to work?

That's "angle" as in geometry.
