[Phpgroupware-users] Template Error on Setup

I've seen others with this error, haven't seen a solution yet.  Trying
to run setup, I get the error:
Template Error: filename: file ../setup/templates/default/head.tpl does
not exist.
Before you ask, it does.  This is redhat 8, apache 2.0.43, and php
4.2.3.  First tried the zipped install file, removed that and then I
installed from cvs using:
cvs -d:pserver:address@hidden:/cvsroot/phpgroupware co -r
Version-0_9_14-branch phpgroupware
and 
cvs co -r Version-0_9_14-branch core_modules
as I had seen in an earlier post.  Still no joy.  Any suggestions
appreciated.
