To create holidays
Admin->Calendar-Holiday Management
Add your country code ... then add the holidays
When done submit them to the phpgw site :)

To grab the locally
Admin->Calendar->Site Config
Make sure it is set to local

For each user
I am not sure ... maybe it is based on the country in the user settings
