Then to make sure, go to Administration-->User Accounts and make sure that every user also has Administration unchecked, because a user setting can overrride a group setting.
As added security, the administration module should be ineffective when run by a user who is not an administrator, even if the administrator box is checked.

It is not selected for the "groupware" group. The problem is that the "groupware" users can access the application app and so modify the configuration...
