BTW this is not intuitively laid out. I think everyone has the same 
basic problem when first learning how to administor this program.
Each user account should have a choice called "use group settings" which 
will clear all of the checkboxes on the user account.

As added security, the administration module should be ineffective when 
run by a user who is not an administrator, even if the administrator box 
is checked.
