Ummm... just a thought, but it might clear up some confusion... instead of 
calling it "header administration", why not call it "database configuration"? 
"Header" is a very generic term and could mean different things to different 
people. What you're actually doing is configuring the connection between the 
web app, and the backend database manager. I think most people could 
understand that and also understand the need for the distinction between that 
and the other setup/config functions...
