Have you tried optimizing apache for your setup?  I only have a P2 450 with
256Meg, and while it uses all the memory and want more and uses 100% cpu a
lot more often than I'd like, this problem isn't so bad that I need to
restart anything.  My server also handles over 8,000 page views a day, none
of it static and most of it connecting to mysql on the same box.  Not exacly
a heavy load, but certainly not idle.
