The page address in the browser is config.php.  I get to it by going to
/phpgroupware/setup/index.php.  Then entering the admin password gets
you to the 4 step setup completion page. This is where I go to modify
the configuration.  

 Artificial Intelligence is no match for dumb luck.

The file to configure phpgroupware is not header.inc.php?
And where is the phpGroupWare URL variable?
Now I see config.php in the setup directory but I don't see the 
phpGroupWare URL variable.

I have seen the following variables:

         define('PHPGW_SERVER_ROOT','d:/works/www/phpgroupware/');
         define('PHPGW_INCLUDE_ROOT','d:/works/www/phpgroupware/');

and I set /phpgroupware in the setup installation...
