[Phpgroupware-users] PHPGroupware 0.9.14 RC4 can't admin, no preferences, etc

        I'm using RC4/MySQL/PHP4.  On install, everything goes fine.  When I
login using the admin account, however, I get nothing listed under any
of the preferences, no applications listed on the menu, and can't get an
admin menu.  going to the admin/ dir gives me an "access denied". 
Upgrading from other versions seems either not to matter or to work. 
Which is a shame because RC4 looks prettier by far than CVS or RC3.  Why
is that anyway?
