It turns out the problem is the left side menu frame. When the window is
shrunk the top and bottom right frame will create a bar to the right that I
will call the "window movement toggle bar" (so that one can move up or down
on the frame to see its contents). The left frame does not do this properly.
It remains with the main "window movement toggle bar". This gives the effect
of having 2 "window movement toggle bars" beside each other to the far right
of the web browser window.
