I found the following advice in the phpGroupWare Developers Archive (May
2002)  It worked for me.

To fix it :
in phpgroupware/phpgwapi/inc/functions.inc.php
uncomment :
//    $GLOBALS['phpgw']->datetime =  CreateObject('phpgwapi.datetime');
