yes.  The best way, IMO, is to do the following, assuming you installed phpgw 
into
a dir called phpgroupware (the default):

1) make a copy of your header.inc.php file and keep it outside of your 
phpgroupware
dir.
2) make a backup of your database just in case
3) rename the phpgroupware dir to something else, like phpgroupware.old
4) extract or cvs co the new version to phpgroupware, where your previous 
install
was.
5) copy your header.inc.php back into phpgroupware/
6) open http://yourserver/phpgroupware/setup/ in your broswer.  Setup will 
detect
your old settings and provide instructions on what to do in the same fashion it 
did
for a new install.
7) After completing the upgrade, verify everything is working.  Since this is 
also
an RC there are likely to be bugs.  Check the support page and the IRC logs(on 
the
phpgroupware.org site) for some common fixes.  Using the cvs branch for .14 
instead
of a tarball or the cvs for .14RC2 will reduce the number of patches you will 
need
to make.
8) Once it's all working to your liking you can delete the phpgroupware.old
directory.

On the off chance that things don't go well and are beyond repair, you can 
always
restore your database and put phpgroupware.old back and be back in business.
