Details:

no lang prefs are loaded at all for the login screen, it's hard coded to
default to 'en' (other than the browser detection which doens't work in many
cases).

Attached is a 2 line of code patch that enables the login screen to read the
"default" lang pref.  If no default is set, the current method of checking
the browser and defaulting to 'en' applies.
