Summary:  Problem with webdav + .htaccess in home directories

Original Submission:  When trying to use the .htaccess feature with webdav 
directory, the .htaccess will be created only for subdirectories of the home 
directory.

The following patch correct this, putting a .htaccess in all subdirectories of 
the home directory, as well as the home directory itself.

There nothing bad with this if the webdav directory is only accessible from 
phpgw. But if it's accessible by other way (this is very usefull for windows 
user :), no ACL will be granted. This patch will restore the default behavior 
for phpgw in such cases.

It could be great, if ACL (which are stored in SQL) could be synced with the 
.htaccess of home dirs as well as groups.

Notice that you need to allow the reading of the .htaccess in the webdav 
directory.
The main drawback for this is the unability for phpgw to calculate the space 
used by the whole tree for the admin user, simply because .htaccess deny the 
access to the admin user. It's perhaps possible to modify the .htaccess rules 
in apache config to allow the local server to bypass them.
