Summary:  New Project subtracts one day from start and end dates entered.

Original Submission:  Whenever a new project is created and the start and end 
dates are set, after selecting "apply" or "save" the dates are subtracted by 
one day.  ie. 07.31.2004-start and 08.02.2004-end after save become 
07.30.2004-start and 08.01.2004-end.  Each time you select "apply" or "save" 
the dates keep subtracting one each time.

Jobs and work hours do not have this 'bug' only when creating a new project or 
editing an existing project.
