Summary:  Filemanager handles unlimited quota incorrectly

Original Submission:  If a user has an "unlimited quota" no uploads are 
possible as the test in the code is for $quota=-1, yet at the top of the script 
$quota=$account['quota']*1024*1024 //-1048576 and so it fails.

CVS RCS diff to fix the problem is attached.  This is considered a must fix for 
16.001
