Summary:  Calendar holidays class as proposed in the core team and developer 
mailing lists

Original Submission:  For a "project" extension we need to calculate the number 
of workdays within a month and some other things.
Because these might depend on holidays like easter, this is a bit tricky to do.

There are also a lot of private methods within this class.
Because the automatic calculation of such things might als be of interest for 
the "calendar" and maybe some others, I would like to place this class within 
the HEAD api.
The class itself depends on the "php calendar" functions.

This class implements for now only German holiday rules, but is designed for 
extension of other countries/federal states and religions.
