Summary:  use of anonymous connection for external applications

Original Submission:  I use anonymous connection with anon_wrapper.php to show 
to outside
one application of style 'hr'

since version 0.9.14.006, it's not possible to connect anonymous user,
the login application appear.

my conditions:  Apache 2.0.47, php 4.3.3, postgresql 7.3.3
