Summary: Performance improvement in select account widget

Original Submission: This is a tiny hack to improve the load of pages builded
with a lot's of select_account widget. It's load them for the first widget and
then for each other widget read them directly from the cache.
It's true that this need to be done in the phpgwapi, but I don't have enougth
time to see what could be done at the moment for this kind of things.
Feel free to test it :)
