Summary:  /setup/index.php  cannot upgrade in step 1, redirect to login page

Original Submission:  Every time I log in on /setup/index.php ('Setup/Config 
admin login') and choose to upgrade (step 1), the login page appears again.



We've set php_register_globals on and have a properly configured MySQL. We were 
using 09.14 and try to upgrade to 16RC1 now.



Any help would be appreciated.

Mandrake Linux 9.1

apache 1.3

mysql 3.23 

php 4

phpgroupware (cvs 9/9/2003)

using the database name phpgwtest
