far as I can tell it's not in the lang files at all, so is it save to just fix 
it in phpgwapi/inc/class.sessions.inc.php and alert the translators?

There's a typo in a lang call in 

phpgwapi/inc/class.sessions.inc.php

in line 547 :

Too many unsucessful attempts to login

It misses a c !

So are the french and english translation files : phpgw_en.lang and 
phpgw_fr.lang
