Summary: "Your preferences" forgets settings, causing errors

Original Submission: After successful installation of PHPGW, I've created
admin account (without demo accounts, didn't need them), I'm not sure if it was
this way from the beggining, but at some point I noticed "Max matches per page"
is empty and my preferred themes are forgotten. If I had good defaults,
everything would still work normal, but the defaults after fresh install are
empty. Themes are not so big problem, but not having "Max matches per page"
causes SQL errors (I'm going to submit a bug in a moment).

My proposed resolution of the problem - make some default settings upon
install, then work on fixing the preferences system to properly store user
settings as well.
