In 16 you will be able to use mixed case for the news file name, but not the 
url.  Run a cvs update to grab it.

Summary:  Creation of a new entry goes to lowercase

Original Submission:  The URL goes all to lowercase letters when you enter a 
headline in the admin setion.  Then it will not work.  you can go in and edit 
the URL, then the uppercase letters will stick.  This applies to both .14.005 & 
.16 CVS.
