Summary: Use of var_export breaks debian woody

We can see that var_export function works only for (PHP 4 >= 4.2.0), which is
more than what woody can offer.
If we ARE dropping support for php < 4.2, we should clearly state so.
Immediatly problematic lines are:

No we are not dropping support for 4.1.x - 4.1.0 is the base requirement for
16. Sorry but that is what we need.
