Summary:  Budget field requires input, save/apply fails itself if set to 0

Original Submission:  The Budget Field, if set to 0 appends cents to make 0.00, 
however, 0.00 causes save/apply to fail and request a value if the project is 
edited or resaved. this should cause a notice, but not require one to reenter 0 
(which does not cause the failure) in place of 0.00..
