Summary:  "Create" not aborted on permission denied

Original Submission:  When file write/create permissions have not been set and 
you try to "Create File" it gives the expected permission denied error but 
still adds the file to the database and shows it in the list.  So you  have to 
"delete" the non-exsistand file, getting another error, before you create it 
again after fixing the permissions.
