Have you looked at the phpgwapi/doc/php-configuration.txt document?  I think 
you will find that you have not enable file uploads in your php.ini

Original Submission:  I'm totally unable to attach a file with an email (not 
felamimail). Using a Mitel SME Server v.5.6 (E-smith) based on RedHat 7.3.
