Summary:  unable to restrict preferences, i.e. The actual display of  
preferences icon on navbar

Original Submission:  I didn't notice this until I used the sitemgr nukenews 
template. It links to phpgroupware with current user (initially anonymous) The 
navbar is displayed with a functioning link to preferences and allows anonymous 
to change password. I think there either needs to be some special treatment for 
the anonymous user or possibly a challenge when changing password for 
everybody. Of course removing the phpgroupware link from NukeNews template 
"works" but being the default setup it might bite somebody, thus the bug 
report. Thanks and keep up the good work! Hopefully I can contribute more in 
the future when I get to the top of that darn learning curve. Freebsd 4.7 PHP 
4.2.2 pgsql 7.2.2 phpgw 9.14.002 from tarball
