This is more a limitation of phpgroupware itself.  We are now working on a 
solution to better support non iso-8859-1 charsets.  Unfortunately this 
involves database changes, and so can't be included until the 0.9.16 release 
later this year.

Summary:  News message subjects don't support encodings

Original Submission:  If a message subject contains special characters, the 
encoding directive is not parsed correctly. So the display is something like:

Kirjoittakaa =?iso-8859-1?Q?tänne!?
