Before you start wholesale changes to the code i would suggest the following:

check that you have the files path set properly in setup/config->manage 
install->files path (i would use c:\path\to\phpgroupware\files - less secure 
but easier) 
That dir should be reabable and writeable by your webserver.
There should be a sub directory 'home', but not user subdirs under that, apache 
(or iis) should create those.

Also maybe give us some more information about your setup to work with.

If that still does not fix it then you need to make sure all file references 
use 'path' . SEP . 'filename.ext' ... not '/path/filename.ext'

how do u solve the path seperator issue?

phpwebhosting creates the directory itself, you should not create it manually.  
It may also be a path seperator issue, because you are using windows.  Please 
let us know if you created the directory or not.
