There is also a kind of bug report that I did not see the 
first time when I replied to your question.




Skwashd raised that problem and we discussed about it 
yesterday. Yes, the charset should be language-dependent in 
the header of the html pages.




This will be included in the HEAD version of phpGroupWare, 
as it implies a modification of the database structure and 
will appear in future 0.9.16 version.




Please give us your feedback to tell if this seems ok to you
