Un-tarred to /var/www/data/mail/

Have the following error at install time:
(Maybe my php.ini?)

Template Error: filename: file ../setup/templates/default/head.tpl does not 
exist.
Halted.
Fatal error: Call to a member function on a non-object in 
/var/www/data/mail/phpgroupware/phpgwapi/inc/class.Template.inc.php on line 440

The file /var/www/data/mail/phpgroupware/setup/templates/default/head.tpl
does exist . . . Any ideas?

Thanks for the help.  I love phpGroupWare (and it always works) so I know it 
has to be something that I've done.

There is a known bug in php4.2.3 with apache 2 which breaks the install 
process, please upgrade/downgrade to another version of php.
