Summary:  registration setup missing messenger dependency

Original Submission:  The registration module setup is missing a dependency on 
the
messenger module, which causes an error during the registration process.

This sounds bizzare to me.  Messenger is a sql based 'email' system which is 
only used by people who don't have mail.  Can you please run a cvs update and 
let me know if this fixes it.
