It shows no such thing if the principal email configuration is done. Go to the 
admin app, the email section, set your email server there properly. Other than 
that, this might be a feature request for the app to autodetect if it has been 
properly configured. Anyhow, not a bug at all.

Summary:  Confusing error message if email preferences not configured

Original Submission:  As long as there is no mail server configured, the user 
gets a confusing error message. In this case the email config page could be 
opened instead.
