Summary:  timezone problem

Original Submission:  I use last cvs version in 0.9.14 branch.

with time format set to 24 hours a day, If i set timezone to -1 and add an 
event at 11h00 then change timezone to +1, my event go to 13h (good) but the 
day after !
it's like a +13 timezone ...

I tried this and resulst as follows:

base tz: -4
appointment time: 23AUG2002:1100
change tz to: +1
appointment time: 23AUG2002:1600

all looks correct.

Let me try creating an appointment with base tz at -1.

results as expected:

base tz: -1
appointment time: 23AUG2002:1100
change tz to: +1
appointment time: 23AUG2002:1300

Not sure about this.

Try grabbing an update from CVS and try again.

Let me know the results so I can close this out.
