Summary:  User interface templates conflict when "cache phpgw info array" is 
enabled

Original Submission:  the "cache phpgwinfo array" option produces a huge 
performence boost, however, when it is enabled, problems are encountered in the 
interface templates.

User one logs in with template one, that template looks fine. When user two 
logs in with their template set as template two, the template of the user who 
logged in first is the template that is applied to all users.

If cache array starts as disabled and then is enabled, and the administrator 
has a template verdilak, and then user two connects, who's template was 
supposed to be "default". user two will see "verdilak" instead. When user two 
goes into the preferences to change the template, and submits the changes, 
those changes do not take effect, even though upon reloading the preferences 
page, the proper template is selected.

individual templates will again work fine when "cache phpgw info array" is 
disabled. As soon as "cache phpgw info array" and users load a new page, those 
users will see the proper interface template applied. However, this severely 
degrades performance.
