You get more sympathy from me on this one because it does seem intuitive in 
some cases, but it is still incorrect.  You shouldn't be able to create files 
with the owner of the directory in that context.  However, I agree that we need 
the option of 'Files take ownership of parent directory' both as a site-wide 
option and as an option for each directory.  I'll try to put in the work this 
week to make a generic flags interface for files and directories so we can 
start adding things like this.

Summary:  phpWebHosting - wrong owner when a file is created/uploaded

Original Submission:  In phpWebHosting, if you are in a folder owned by user X, 
inside user Y's home folder, when a file is created or uploaded the resulting 
file owner is Y, and not X.

Sample steps to reproduce this bug:
1.you need full read/write access to groups Admins and Default
2.go to Admins' home folder
3.create a folder named Test; its owner is "Admins"
4.move this folder to Default's home folder
5.goto /home/Default/Test
6.create or upload a file
7.the file owner should be "Admins", but is incorrectly set as "Default"
