Installation/Setup phase

I've done the head admin thing properly
and was presented with the:

phpGroupWare version 0.9.13.018 Setup III 

screen.  I changed the default "changeme" password
to something else and tried to log in to the
"Setup/Config Admin Login" using that new password
but got a:

"Page cannot be displayed" message (I.E. 5.5)

This is all on a Red Hat 7.2 box.

Any ideas?  Running Apache 1.3.14, PHP4.0.4.pl1
