Browser: Mozilla/4.0 (compatible; MSIE 6.0; Windows NT 5.0)

Version : phpgroupware-0.9.14.RC2
OS      : Windows 2000
Server  : IIS (also fails with Apache for Windows)

I would love to be able to experiment with 
phpGroupWare but there no way to get past the first 
step of setup.
I'm no PHP guru so I'm afraid I'm stuck. 

1) Parse error: parse error in 
C:\Inetpub\phpgroupware\header.inc.php on line 37

The PHP interpreter is not happy with the following 
statement (so is the Komodo IDE) :

$GLOBALS['phpgw_info']['server']['db_persistent'] = 
{DB_PERSISTENT} ;

2)Removing curly braces make it stop complaining but 
other problems occur :
