Installed v9.14RC. Found the project categories 
somehow, somewhere. Added categories. Now I can't get 
back to the screen to add categories.

Also, are these categories for all users for projects?

How do I control that?

Help. I'm lost - I may have found a bug where the 
category editing section disappaers in the project 
admin when there are already categories that exist.
