I've read a lot about this problem. I have a new 
installation with demo users added. Cookie session 
handling is off, browser allows cookies. No matter 
what, I cannot log in due to this session 
verification. May be the Firewall/Proxy but I never 
had any problem elsewhere with cookies. Here is a part 
of the php.ini:
