For each module there is a file called phpgw_xx.lang in the setup 
sub-directory. It contains all the phrases and their translation in the xx 
langage (xx = fr for french, for example).

You should take the phpgw_en.lang file, copy it to phpgw_th.lang for example (I 
don't know which code would be better for thai ?), then you edit that file and 
change the third and fourth fields of each line :

english phrase<TAB>app. code<TAB>xx<TAB>thai phrase

To test it you go to the /setup part of phpGW, and add your langage (there is 
an option to do it in the menus). That will read the phpgw_th.lang files and 
add the phrases in the database. Then you should see your translations.

Or you can use the developer_tools module which has a translation tool.

Once your phpgw_th.lang files are good, make a patch of them (a tarball for 
example) and submit it to savannah.gnu.org, in the patch manager of the 
phpGroupWare page. It will be commited in the next release of phpGroupWare.
