[Phpgroupware-docteam] Developer Doc Update

Hi pplz,

I finally found where the phplib.netuse.de info has moved to.  Can you
please update the phplib template link info in the devloper docs to
http://pear.php.net/manual/en/packages.templates.it.php .  Its not
complete documentation from what I can see but it is better than a 404
error.
