[Phpgroupware-docteam] New translation team

Pablo Pessagno (aka McFly) will be heading up the translation team.
Right now the team is just him ;-) ... but it will grow as he gets
things organized.
Pablo's team will be responisble for handling translation submissions
and getting them into CVS. The will be coordinating to get all the app
and docs translations as complete as possible.
For now the translation team and the docteam will share website space
and mailing lists, since they are so closely related and will be working
together on most things. The docteam needs to be focused on content,
while the translation team focuses on making phpGroupWare easier to use
for our international audience.
