The Stream API is currently being reworked to include the error
propagation mechanism and some other things, see:
http://bazaar.launchpad.net/~aleksander-m/gnupdf/stream-api/view/head:/src/base/pdf-stm.h

I think I found the same issue some weeks ago, and ended up fully
removing the fax.[hc] files, as it was 0% implemented, just the API was
written.

If you want to take the fax filter implementation, please take the task
in Flyspray and temporarily base the development on the the following
branch:
 $> bzr branch lp:~aleksander-m/gnupdf/stream-api
