Feel free to write it.
All of the specifications are documented as part of ISO 32000-1 (ISO PDF),
though may also need related standards such as PKCS#7, PCKS#1, RSA encryption,
etc.

I am for things free as in beer and iText’s documentation is not copyleft — so
